Integrated Municipal Management System — full platform for digitalizing municipal management of Milange.

The Problem
The Municipality of Milange operated entirely on manual, paper-based processes: market collections with no digital record, physical documents with no tracking, treasury with no consolidated control, and citizens with no access to online services.
Revenue was being lost, payment transparency was absent, and real-time financial reporting was impossible — making efficient municipal management unachievable.
The Solution
Mobile App for Collectors
React Native app for collectors to register market charges, transport taxes, cargo fees, and fines — with GPS geolocation, receipt generation, and offline/online sync.
Municipal Institutional Website
Public Next.js portal for publishing news, notices, announcements, and public works. Citizens can submit complaints, track attestation and license status, and access municipal services online.
Desktop Treasury System (Electron)
Electron app for the Treasurer to confirm values received from collectors, issue official receipts and invoices, and manage the municipal cash register with full traceability.
Administrative Management Backoffice
Vite panel with complete modules for citizen management (CIM), attestations, declarations, licenses, files, internal and external requisitions, detailed expenses, patrimony, and public works — with multi-level approval flows.

Database
MySQL with Prisma ORM — schema with 50+ models covering all municipal management, from citizens to payment processes.
Backend API
Node.js with granular role-based authentication: President, Accountant, Councillor, Secretary, UGEA, Collector, Treasurer, Post Chief, and others.
Offline Sync
The mobile app works offline and syncs data when connected — essential for collectors in markets with limited connectivity.
Automatic Reports
Automatic daily report generation at 10pm with revenue totals by market, taxes, expenses, and cumulative balance.

Development Process
SIGAE was born from the real need of the Municipality of Milange to digitize its entire operation. The biggest challenge was modeling a system that covered the complexity of Mozambican municipal management — with multiple administrative positions, specific approval flows, and very different usage contexts.
The database schema was designed with 50+ interconnected models, reflecting the reality of the municipality: administrative posts, neighborhoods, markets, stalls, allocated collectors, treasury confirmations, and much more.
Building four distinct platforms (mobile app, website, desktop, and backoffice) with a single shared API was the main technical challenge — solved with a modular Node.js architecture and a granular role system.
